Situation: 

Two or more GigE cameras are connected to a PoE switch. One camera alone runs with high frame rates, but the other does not.  

Solution:

In case a managed PoE switch is in use, make sure "Flow Control" is enabled on all ports, that connect to the cameras. It is also recommended to disable power saving on this switch.
